David knew the Lord was always watching over him, even in the darkness. He believed that God's watchful eye could see everything and that nothing could hide him from His sight. God can see through the darkness as clearly as a bright light. Nothing can obscure His vision, and He sees both sin and suffering distinctly. He notices everything we do, whether it's righteous or sinful.
